まずそもそも年間被曝許容限度(1mSv)って自然界からの放射線は含まないそうです。
個人が受ける放射線被曝(ひばく)量をできるだけ抑えるために設定された線量値。ただし、自然界からの放射線(平均で年間2.4mSv=ミリシーベルト)と医療目的の被曝は含まれない

なので平常時の値と比較してどれだけ超えてるかで計算しないとまったく意味はないということになります。（引用終わり）西日本なんて、自然放射線量が軒並み1mSv／年を超えてるじゃねえか。こういう知識もなしに、ただガイガーカウンター持って測って「年間2mSvを超えた！ここには住めない！！」なんて煽りをかけるやつがいかに多いことか…
